I7 6700k stuck at 800mhz

Okay so I have a i7 6700k it's constantly stuck at 800 megahertz and it will not boost it will not go up any further is completely stuck at 800 megahertz. It has 16 gigabytes of ddr4 memory clocked at 2400 megahertz. The motherboard is an Asus z170-e.

Now the main issue started when I had a GTX 960 I changed out that graphics card for a GTX 1060 when I changed out that video card it automatically locked my processor at 800 megahertz

The only fix I have found for this is downloading a program called throttle stop and disabling a protocol known as BDPROCHOT. Which is apparently some sort of thermal throttling check that I guess keeps the CPU in check if it's overheating.

I have a 120 millimeter liquid AIO that is keeping my CPU way under dangerous temperatures like somewhere around when I'm gaming it'll be at 50 or 60 Celsius depending on the load so thermals are not my issue.

While throttle stop fixes my problem it does not fix the issue that it's still reading 800 megahertz in my BIOS and the fact that I cannot change multipliers at all and I can't do anything within my BIOS to adjust the frequency at all and it's actually bothering me the fact that I cannot fix this on my own if anyone has any sort of tips or fixes I would appreciate it a whole lot.

Just as a side note I have reset my motherboard many times by jumping the pins removing the battery removing the ATX power supply 24 pin connector doing the whole number of the solutions I don't believe the board will like hard reset as I wanted it to, I put it to defaults and everything
