I've got 2 Xeon E5410's quad core's.....my rig recognized both logi's and all 8 cores...after reinstalling Windows 10 only one logi and one of its cores is shown in task manager, cpuz, open hardware monitor, and a few others....how ever the bios recognizes both processors and all 8 cores task manager also says I only have one socket instead of two?????

technically speaking you have one CPU composed or 2 quad cores that can run 8 threads each (2 in each core) making it a single 32 thread core 
and single the dual XEON truly run in parallel to each other and not in serial, the O/S is just interpreting the findings, ruin HWINFO or SPECCY to get the nitty gritty
