PC doesn't turn off when shutting down and USB ports don't work

Hi,

I finished building my PC last week and it's been working fine for the last few days. Since I hadn't had any problems, I decided to do a last tidy up inside the case. This was really just attaching the case's temperature sensor near the CPU and moving the fan connections from the case to the motherboard. Following that, I booted it up to find none of the USB ports are working, except for the single USB 3.1 Gen 2 port.

After googling some solutions to that problem, I tried rebooting to the BIOS only to find the PC now doesn't turn off when shutting down or restarting. It also doesn't "Save and restart" properly from the BIOS either, so I think it might be independent of Windows. I've moved the fan connections back to the case and the problem persists.

Does anyone know of any solutions to these problems? I'm assuming they're related, given the timing. Some other points which may be relevant: I was in the middle of backing up my files to a secondary drive using the built-in tool when I shut it down to open the case. There's also a failed Windows Update in the history around this time.

You can try resetting the BIOS to defaults, seems like a motherboard issue especially if you can't even save options in the BIOS. Contact the motherboard support and see if they can help.

Thanks for replying. I tried re-seating all of the connections, including the RAM. Couldn't find anything that was touching the motherboard. No change, ultimately.
