Windows 7 hangs on startup; fresh install

Just built a new pc and I'm having trouble booting into Windows, as of right now I've tried every bios option, re-seating the ram, and may have damaged one stick in doing so. I've also tried different hdds and one ssd with windows 10 already installed and the one with windows 10 boots but hangs on startup exactly like the fresh windows 7. So i'm not sure what could be the problem. My only guess would be the gfx card or optical drive. Any help would be appreciated.

Specs:
mb: evga z170 ftw

Ram: 16 gbs corsair vengeance lpx ddr4

Psu: evga 850 supernova g2

Cpu: i-5 6600k

Gfx evga 1070 ftw

Optical drive: asus oem?

Hdd/ssd western digital black 5 tbs
Samsung evo 850 250gbs

Side note: the ssd and hdd are not both installed at the same time due to not having enough cables for the optical drive and the ssd/hdd so only one at a time for testing

Thanks for getting back, rgd1101, no the ssd had windows 10 already installed from a previous computer. The hdd is brand new and fresh with win 7. Clarkjd I can't boot into windows at all atm, safe mode with the hdd tells me that I can't complete the set-up in safe mode and starting normally makes it to the windows logo and hangs on the colored dots. It will sometimes make it to the default windows wallpaper and hang on the mouse cursor with a stuck loading circle. I'm not sure how to install the driver for the motherboard without windows, usb? I've Booted everything in legacy still nothing, and pretty much every option in the bios. Still not sure what to do :(
 

Can you install the MB drivers in safe mode?

Clarkjd no sadly. The problem is that this is a fresh install of windows. So the last step to finsh it is starting windows normally but it will just freeze in doing so. When I start it in safe mode it tells me to start windows normally. Going to try and make a system repair using my old build if that doesn't work i'm guessing it's hardware related or i'm just being dumb. Also sometimes when I start in safe mode with command prompt it will get past starting windows and slowly fade to black until it freezes.

I didn't know you could just switch hard drives around from computers to computers without any problems??!!??
That doesn't seem right.....
