reduce GPU temperature

my rig is 17-3770k, intel DH77EB mobo, 8GB corsair ram, xfx radeon HD 7at idel my gpu is at 39 while gaming it goes up 79-83 celcius the fans run at 70% its noisy as well as too hot
how can i reduce the gpu temp?
i have 2 top fans , 1 front ,1 rear
 
Solution
Clean the dust first.
Then, move some fans to front of the case (if you can). You should have more fans sucking air in then out of the case. This prevents dust from comming into the case.
Take your GPU out and see if you can clean the dust of it (maybe the radiator is full of it).
