HP all-in-one BIOS/secure boot issue

I've got an HP all-in-one that I need to reinstall windows 8.1 on. It was the native OS, but got corrupted when an update failed. In the BIOS, it allows me to set secure boot to "disabled", but when i attempt to enable the usb legacy option, it says I must disable secure boot first. It's already disabled, however. Any suggestions? No legacy sources can be enabled as a result of this error.
 
Solution
If it is the OEM restore disk from HP, you should not need to change the BIOS in order to boot to it. All you may need to do is hit F12 or Del as the system is first starting to pull up the one time boot options and tell it to boot from that media.

I've not checked with HP. It's the oem disc I purchased in addition to the PC when I ordered it from HP. Paid just bit extra so I'd have it just in case.
