Hello guys I have a problem now recently we purchased a set of dual 4GB RAM kit they are:
Crucial DDR3L $ GB - 1600 CL11 1.35V UDIMMs
When I mounted the components on the PC I was ok until I noticed that my restart occurs usable 8GB 3.98 - http://i.imgur.com/PDWoyzf.png I tried all sorts tutorials and did not work . when is the next phase leave the 2nd RAM slot, the PC starts but does not display: http://i.imgur.com/okBzLpn.jpg - Pc in this way does not show.

As you have noticed I have a 3.5GHz AMD FX 6300 OC to 4.1GHz Turbo.
Asus motherboard is ASRock 960GM-FX VGS3
Video Card: Gigabyte NVIDIA GTX 750Ti Winoforce OC edition.

Usually with a 32 bit copy of Windows, only up to 4GB of RAM or so can be used, but since you have the 64 bit version, you should be able to have the full ram available for use.
It is a possibility that you may have a setting disabled in the msconfig, which you can check if it's on or off by heading over to msconfig, then go to Boot > Advanced Options, then uncheck Maximum Memory if it's checked already
Also be sure to check if you have installed your ram correctly

I tried msconfig after the restart I gave him all the same, I am pleated high voltage of 1.55v to your rami to 1.65V and so remained on slot B1 idea is that when mounted only one not memory displays. Thank you for the advice.

Integrated motherboard does not know anything that may be a solution but I have not tried because I found a tutorial for this. Thank you for the advice!
