RX 480 crossfire stuttering/micro-stuttering

I have two ASUS 4gb rx 480s (oc'ed edition) that run fine but in some games like RE7 and the Witcher 3 I get constant stuttering in the fps, it usually runs around 150+ fps but sometimes drops down to 30 or so every time there's a quick action or something in the games. (I have tried lowering graphics settings; no difference)
Also all my games are on an external USB 3.0 hard drive
Specs:
Mobo: ASUS b35m-e
Gpu(s): 2x ASUS Rx 480 4gb
Psu: Evga 600 Watt 80+
CPU: i7-4790
RAM: 16gb ddr3 Hynix (2x8) @1600
SSD: Samsung 256gb

Roughly about right there, you have a good strong cpu, enough system memory and 2 x RX 480 cards in a crossfire setup.

So really it only leaves one thing that may be causing the stuttering, and that is because you are using an external drive even if it is rated as usb 3.0.

Try running the games from the Samsung SSD drive, it should make a difference.
