My mouse starts moving kinda like... i dont know how to explain it. sluggish? its just not smooth and it only happens when cpu usage goes up to 100%. Ive done malware scans and etc. theres no problem. Everything is up uto date as well.

Solution

Have you tried plugging the mouse into different USB ports?
Usually motherboards have a few host controllers built in, and things get slow if a single one is over-utilized.

I noticed that on my machine I had keyboard, mouse and cam all in the same one.
Go to device manager - view - devices by connection.
Make your way down to the usb controllers and you will see what devices are sharing controllers

Mouse drivers could also be an issue.
As a last resort, you...

This is actually fairly normal.
If your cpu's at 100%, its going to battle to even move the mouse pointer around.
Also, 100% cpu often means busses are saturated too - you will experience lag with all devices.

I guess so. but i dont kno why this is only happening right now. I didnt have anything new or anything. and some games gets my cpu 100% no matter what. like overwatch and etc. fps wise its pretty stable but that 1-2sec that the mouse feels kinda sluggish really screws me up

As a last resort, you could uninstall your driver if you installed the one that comes with the mouse, and use the default windows driver. - mouse drivers may have additional features that use extra cpu
