Here's my spec:

■ CPU: i5-3470
■ RAM: 2x 4GB DDR3
■ Storage: 7.2K RPM
■ Monitor: 1080p 60Hz

I'm planning to buy a new graphics card that is Gigabyte GTX 1050 D5 2G for playing Overwatch with my limited budget. Here's the link: http://www.gigabyte.com/products/product-page.aspx?pid=6064#kf. Can I get above 140+ FPS by using the 1080p lowest settings with 100% render scale?

But that's the point: your aiming reticle on a 60Hz monitor is going to be identically accurate, whether your game is pushing 60 or 140 FPS, because it maxes out at 60 FPS on your screen. So there will be zero effect on your "aiming" by artificially pushing your FPS higher than your monitor can display. If anything, it'll probably be less accurate, due to the aforementioned screen tearing.

140 fps isn't going to do much for a 60 hz monitor. The important thing is minimum fps which ideally should stay 60+ fps with your setup. Sharp drops into 20s to 40s or thereabout causes stuttering.

I need 140+ FPS for better aiming.

You will never see 140+ FPS on your monitor. Half the frames are simply thrown away.
