Use your onboard graphics cards and download display driver uninstaller (DDU) then uninstall the current drivers in safe mode and then download them again. One more thing, can you see your Gpu under the adapters category in device manager ?

Make sure that your GPU is seated properly and that your are connecting all the pins it needs from the PSU (Connect the power cable from the PSU to the GPU). Also, make sure that you connect the cable (Vga or Hdmi or whatever) from the monitor to the GPU.

I ask some of my friends and technicians then I explain what i having a problem. then the main cost is the PSU my PSU is only 730w thermaltake, which is the minimum requirements of the GPU is 750w but the recommended is 850w so i guess i need to change my PSU to 850w

Can you check this out. this is my PSU's information although sounds like 730w but not even modular or something that can boost the power. even it hasnt have a bronze or even gold percentage, only efficiency percentage.
