yup it'll do crossfire and does it with a 240/50. that's how you know they are very similar in performance. they would not crossfire otherwise
also note that faster and more memory help the APU a lot. depending on what you got now, you may be able to get a bit extra performance with some more/faster ram. the igp like nice fast ram.
you may find something used that's a bit better if you look on ebay or maybe craigslist. but new, that's about as good as your gonna do and that's not very good at all. for gaming, i'd suggest saving some more and getting something closer to $100 range for entry level gaming needs.
I don't suppose you're gonna game with that.
That is a bad dual core and the R7 250 is bad itself.
When you pair two bad things, you get a bad result.
I mean sure, you can play some "light" games, but GTA IV for example will not output a lot of FPS.

Define "bad". It is pretty good for gaming with GTA IV. I get about 40 FPS on Medium settings. Bad would not be a very good word to describe it, maybe cheap or low performance, but not bad.
with that cpu in mind i have to suggest against such a cheap upgrade. the onboard graphics are almost the same as a 240/50 gpu!! so you'd not see much difference if at all with that type of buy.
in fact you can pair a 240/50 with the apu and run them in crossfire for games that support it. you'll get a nice boost that way but any game not crossfire ready, you're back where you started.
but other than that, there is no reason to get a 240/50 gpu to pair with the 7400k you have since the built in graphics is almost identical.

I agree with your statement about the cheap upgrade, but I have to disagree with your statement of Identical graphics capabilities. I did a GPU comparison and Game Debate quotes "In terms of overall gaming performance, the graphical capabilities of the AMD Radeon R7 250 v2 MSI OC 2GB + Radeon R7 7870K Dual are massively better than the AMD Radeon R5 7400K.".
Here is the link to the comparison: http://www.game-debate.com/gpu/index.php?gid=2272&gid2=1261&compare=radeon-r5-7400k-vs-radeon-hd-6670a
