GTA IV running TERRIBLY on high end PC

GTA IV runs like absolute GARBAGE on my PC. I have an Nvidia Titan X, an AMD FX 8350, 8GB of Corsair Vengeance RAM, a Gigabyte 990FXA-UD3 motherboard, Corsair H100i water cooling and a Corsair RM850 Gold power supply.

I have a 4K monitor, which GTA V runs like an absolute dream on, sometimes achieving 50+ FPS. However, GTA IV is choppy, slow and just all around unplayable.

I know GTA IV is known as a terrible PC port, but some people manage to fix it and have it running fine. I have tried a couple of fixed like the windows event log unticking, setting some launch options from the Steam menu, but nothing seems to work.

If anybody could help me out with this it would be greatly appreciated.

I'm not sure how GTA IV runs; but the big "Oh no" that I see in that is the Titan X matched with the FX 8350. I'm not sure how well threaded GTA IV is. Have you tried installing anything to watch what's being used in your machine? Do you have Afterburner?

I want to say the 8350 isn't going to be an issue on such an old game, but it can't hurt to check what's going on with your CPU, GPU, and RAM usage.
