Should I keep and upgrade my nine year old gaming system?

I built this gaming (flight sim fan) computer with the help of folks on this forum in 2009, and service for Windows Vista Home Premium is about to end. The computer has been well taken care of and never overclocked. I'm considering if I should spend the money to upgrade Windows, or any hardware. It's primarily used as a backup computer for web surfing. I'm open to any thoughts you may have.

Are you buying a monitor: Yes, I'm considering a new monitor. I'm not to fond of the original 24" monitor anymore.

Do you need to buy OS: Yes, currently running Windows Vista Home and service is set to expire soon as will virus software etc.
