New i3-7320 cpu, is it really used? Marks on heatsink lid

I just bought a new i3-7320 on ebay from Newegg for a new HTPC build. I received the package today and the package looks in great shape, has the normal intel stickers and the package was still factory sealed. Now my question is why is the integrated heat spreader marked. It looks almost like a feint rectangle when held in certain light conditions, like a heatsink was installed once. Could this be from the factory tests to make sure it works? I've just never seen this before. Here are some pics. You can see the rectangle outline well in this one.

It was from Newegg. I think it's factory testing after more research. The side plates where the latch goes are clean too. Unfortunately I cannot test yet since I don't have all my components together yet for the HTPC
 
My i3-6100 had slight markings on it (not quite as noticeable as yours), brand new from MicroCenter, in factory packaging. As you and the link I posted earlier said, they are all tested at the factory, and that necessitates a heat sink being put on. My chip works great.
