Will motherboard with video artifacts work fine with a graphics card?

Hello,
I am trying to build a extreme budget gaming pc, and have a question. The motherboard I am looking at is a Dell Vostro 460 motherboard.

The seller said the motherboard works, but the integrated graphics produces artifacts. My question is, will using a new graphics card with this board also produce artifacts?

dont buy that. just dont. it says "for parts, not working". that should be quite a good hint. who knows what else is wrong with it. plus, if what im reading is correct, and it's an h67 motherboard, that means it needs an LGA1155 CPU. thats either a sandy bridge or ivy bridge intel i3, i5 or i7. all of these CPUs have the graphics integrated into the processor itself. not on the board.

what CPU are you using for this build?

i5-3470 or i5-3570. Probably 3470 though. The 3470 costs $66 on ebay and I am pushing for the cpu and motherboard to cost $110 or less. I do not care if the motherboard is new or used.
