Much lower than normal fps all games HIGH END PC

okay this will be my last post regardignt his subject, its been two years and I have swapped every component at least twice and still my fps is being outmatched by everyone on rigs 3x worse than mine

Specs
GTX 1070 G1
I5 6600K 4.1 (OC)
16 gb ddr4 ribjaws 3200 (I HAVE XMP ENABLED, 2x 8gb)
MSI GAMING Z170A GAMING M5 LGA 1151
3TB seagate drive (not close to full)
250 gb samsung ssd evo (only os and google and other minor things on here)
Windows 10 pro
i forget the 100% name but my psu is a 650w rosewell greenseries psu
rosewill balckhawk gaming case (5x fans)
2X monitors (1920x1080 and a 900p monitor)

okay now that the specs are down and you can see my rig isnt a 750ti or anything lets get started with the problem

RED ORCHESTRA 2 NOT MAX SETTINGS DIPS TO 50 FPS
HEROES AND GENERALS LONG DIPS TO 30 FPS
this conttinues in every game I play and my friend on the same rig with the only difference being that he has a 280x and not a 1070 he gets more fps than me on miscreated,rust,bf1, and all other games I play
bf1 is unplayable to me it drops to 40 ALL THE TIME

okay, so thats not all my games but the idea is the same, I should be getting 300fps on those games (save the newer ones) but im getting barely 60
I HAVE TRIED (stress testing- result- "YOU ARE SUPER OK"
Userbenchmark says that im running above what I should be (Which is a lie)

now that my rage is gone here's what I need as an answer and Im just weeding out the "upgrade" people. this is what i have done since the problem started my 270x evolved into a 960 4gb then into a 1070 which didn't fix a thing. my ram went from 4gb of ddr3 ripjaws to 8gb of ddr3 ripjaws to 8gb ddr3 crucial ballistic and now to 16gb ripjaws ddr4. my mobo went from MSi 970 gaming to a msi lga 1151 board. my hardrive and ssd have been checked and been reported fine. MY DRIVERS ARE UP TO DATE.i've dont various test's to stress out stuff. my cpu went from a8 5600k, to fx 8350, to 6600k 3.5 to 6600k 4.1 (STABLE AF)
and finally my pc is as cold as it can get.

here's what i suggest. in this exact order, do NOT deviate:

1) download the windows media creation tool. make a windows boot disk. completely reinstall windows.

2) after windows is installed, install ALL the newest, proper drivers for your motherboard

3) once that's done, install the newest, proper driver for your GTX 1070.

if that doesn't improve your situation, i'm totally out of suggestions aside from suggesting that you start monitoring your CPU/GPU usage, temperatures, and frame rates in order to start to get a handle on what the problem could be.
 
Given you've replaced everything, and assuming you've reinstalled Windows, there is nothing we could do to help from a forum. You either have 1) unreasonable expectations based on misleading info from friends, or 2) you have settings turned on you shouldn't.

No, you should not be getting 300 FPS in most any game. That's an unreasonable expectation. And if it's a rare exception, your GPU is going to downclock to conserve energy unless set to maximum performance.

^ yes ^ unreasonable expectations is also a good point. if you're comparing your gameplay to others on say, youtube/twitch or whatever, and they supposedly have the "SAME EXACT" setup as you, you might want to start looking closer. usually there is always something different that you're not paying attention to. heck, even benchmarks from reputable sources and comprehensive reviews can be quite misleading when it comes down to what you should expect from your setup. either way, i think you should give my last suggestion a crack, even if you say you've already done it.
 
I'd recommend running 3dmark Firestrike or Timespy and post a link to the results. It'll at least let us confirm that your system is running properly or not. They have databases to compare your system to. If nothing is wrong, it should show you at the center of their bar graphs. If it does show it's slow, then we know there is something to fix.

I make pc's for money on the side, I have build them for friends and their friends and a few of their loved ones. Most of these people I have made a rig for are gamers and they all are working fine

I dont need to do this, I have done it numerous times 3x for each drive one for os ssd one for os hd and then another for back to ssd. I know for a fact that I have done this properly and correctly numerous times.

My friend wanted to know what he should upgrade his pc too, he is rebuilding mine slowly the only difference between mine and his is a different hard disk and he is using an older 280x

300 fps in games that got 250 on a single 960 on an 8350 is a fairly reasonable expectation and besides the point there should be every inch of evidence shown by my rig that if it could it would laugh at me for using 1080p still, but thats not the case. I know 300 on all games is far fetched but my fps should be at least 30% better than that of a friend on a similar pc (given that the game has optimization for this card, but I have 3 gpus that I swapped between anyways so thats kinda moot).his pc being different in that he is using a 280x, a card most newer games dont recommend as often as they used too.

it says at the top "valid score"

need anything else? Is that normal? bad? if its good then what do I do if my fps isn't proper? if its bad, what then?

Maybe some of your components are not working the way you think they are? I know you have two 8gb sticks installed but sometimes the computer won't see 16GB's and updates and drivers can play havoc on this in my experience. Also you could be running into heat issues on your processor or video card and they are throttling without your knowledge as a result.

You could use MSI Afterburner and its Kelvin burn in test to see if everything is going okay or something similar if you already have a burn in software that does monitoring.

Yours is likely what it should be based on mine. Your Graphics score was a little higher than mine, which could be due to me not updating drivers often (been a few months), but my CPU is going to be faster, so my total score is higher.

Cpu and gpu temps are both what they should be (lower id say last time I checked) and althought its possible something isn't at what it should be, as I said each and every of my components has been swapped out at least once most around 2 or 3 tho (tried 3 gpus, 4 sets of ram (8 sticks), hardrives, 3 cpus, etc,etc)

I did not check if my score was better/worse than the last pic I sent but if its better, then its because skype or other stuff might of been in the background, but it should be the same
 


No score ever is the same. There is always some variance. Anyway, good news, the score shows you are getting the performance you should with both your CPU and GPU.

if thats the case, why am I getting 40 fps on games where others on similar specs are gettting 120 on even higher settings?
and what might I do to fix that?
 
Give a specific example of where you are getting lower FPS than you think you should. There are all sorts of benchmarks which test high FPS areas, while other parts of the game gets low FPS. There is also multiplayer FPS vs singleplayer FPS which often vary greatly. And don't take some random dude online who said he got X FPS at maxed settings. Those are usually a lie, or partial truth (they turn down a few unmentioned settings for example).

Well as an example although I hate to keep bringing this person into account, my friend who was helping me out with this problem on a very similar rig (diff hd and 280x) was getting solid 60 on bf1 and I was getting dips to 40 even 30 for seemingly no reason (the fight didn't get rough or anything it just dipped) on miscreated my fps in a big town can dip to 30 if the conditions are right, and in the same area my friend will only drop to about 55 and also in red orchestra My fps doesnt even want to touch 60 at all (even with the war movie post processing off) and my friend is on the exact opposite side of the sprectrum, that is that he even in big battles wasn't touching that below 60 marker.
