Is my RAM normal?

Hello everyone, I noticed something strange on my computer and i'm not sure what the deal is,so I just wanted to post here to get others people opinion on this.

I noticed that on my computer even when I have everything closed besides the task manager I am at 22% RAM usage. This seems like a lot considering I have 8 GB ram total (2 4x ballistix sticks), so if i'm at 22% use that means over 1,700 MB of RAM is being used. My computer is a new build and the only things I have installed are the drivers I need, Steam with two games that I play, chrome, and firefox, and i'm running Windows 10 Pro. The only thing on my startup is essential drivers, nothing like Steam or Skype is on startup. The other weird thing I noticed is that even though task manager is indicating 22% RAM usage which is equivalent to over 1700 MB, but when I go and add the MB amount for every process on my computer it only adds to 656 MB which is much less than 22%. I'm pretty sure the actual hardware is fine because on System Information it correctly says I have 8GB RAM installed and Total Physical Memory available is 7.96 GB.

Not sure what the deal is, if you guys have any ideas please let me kmow

It's likely you are only summing up amount of RAM taken by your account, not the system services running under other accounts...
I would say 1700MB sounds about right, but it's hard to tell for me, it's been ages since I have seen clean machine without tons of various goodies and dev tools.
