CPU Causing Issues

So I stream, and like to play things on Ultra/Maxed graphics as most people do, My issue is, is that my CPU Seems to be limiting things my specs are:
FX-8350
GTX-1080
16 GB DDR3 1600Mhz Ram (Let's not go into if DDR4 is better)
When streaming the cpu will run 90-96% and occasionally hit 100 which will then cause a couple of frames to drop or stutter/freeze etc, And I believe this even caused my computer to crash when *not* streaming and just playing Dying light, I've been experiencing stutters with dying light after upgrading from a GTX-970. So the question being, what would a good CPU be to upgrade from the FX-8350?I'd like to keep it within a 500$ Range, and considering that Zen is coming out in a couple of months (probably) Should I just wait?
Edit: would like to add alot of games stuttering seems to have mostly happened after the 970>1080, Is the 1080 too fast for the cpu and that's causing issues?

Ryzen will be out sometime between now and March 3rd. Their performance shows to be at least real close to Intel's. No real idea of pricing structure to date. It doesn't come with a cooler because everyone always said "why do k series chips come with a cooler noone uses them" so they quit supplying one a generation ago. Ocing may help some but not a ton. If you can live with it a month or so I'd wait and see what ryzen has in store

If the budget is $500 I'd wait and either save up more $ or see if ryzen is a cheap option. I'd really want an i7 to stream and run top end games. And you can't quite do that with the $500.

I have an Aftermarket cooler on it, a Hyper 212 Evo, Intel brackets for what?The cooler? and are all I7 DDR4?And if not 500, what?548? My problem with intel is just how much their shit costs for what is effectively little to no improvement over their previous gens..
 
But yet it is still light years ahead of what you have in terms of performance. Wait for Ryzen or go Intel. You are trying to run a very high end GPU with a 5 yr old CPU. Yes brackets for the cooler, as that i7 does not come with a CPU cooler.

Lol yes top end Intel.stuff is high. But it's also the ONLY option for higher end builds so what do you expect. You'll need that 212 as the 7700k doesn't have a stock cooler. I was hoping it had the Intel brackets for it as well. If not in think u can buy them from the manufacturer for cheap

I think my 212 came with intel brackets, heck I think the bracket it has might even be a universal if I remember correctly, you can fiddle with the bracket to put it into newer positions, And why the bloody hell does it not come with a stock cooler?That's just...cheap?Iunno. So Stupid question, would overclocking help performance any?Or is it more of the less apparent things that are affecting bottlenecking like the cache?Or the threads (The apparent 4 depending on your take of bulldozer) and any hint on ryzen's date yet?Compared to the light years ahead of what I have in performance, would ryzen be able to hold a stick to the newest I7s from what AMD have released?I'm not to familiar with the CPUs they've showcased them against.

Yeah I can live with it for another month, I OCed to 4.4 Ghz and Lowered a couple of options for streaming, CPU usage is now generally 80%,the problem was...was google chrome because I was watching chat, I tested this before fiddling with options, before I OCed or changed options once I killed chrome CPU usage was around 60-70, Should've figured this considering how many threads chrome opens
