If the price difference is only a few dollars then the second option (the WF OC) would be my recommendation. It has slightly higher clocks out of the box and comes with a nice backplate (comsmetic enhancement and some structural support). Either of them will perform just about the same though. It's a small card so you don't really need the structural support but backplates look nice. The performance difference will only be a frame or two at most and you could always overclock both to similar clock settings. It's really up to you and if you need the additional ports and desire the backplate.

How about heatpipes?
 
The slower card doesn't use any heatpipes in its cooler so its cooling capacity isn't as effective.

The faster GeForce GTX 1050 Ti Windforce OC 4G is a larger card than the GeForce GTX 1050 Ti OC 4G. The faster card also requires a 75-Watt 6-pin PCI Express supplementary power connector from the power supply unit and will matter if you plan to further overclock the card.

A $4.00 difference makes the choice of the faster GeForce GTX 1050 Ti Windforce OC 4G obvious.

It won't cool as well but it's a 1050Ti so it won't run hot anyway. I wouldn't worry about it if you're wanting to save some money.

How about if I run Overwatch at 140+ FPS? Is it more FPS required more power therefore more heat and more noise from graphic cards?

Sort of... If you are using V-sync or limiting your FPS then your GPU will run at a percentage of it's capability and a percentage of it's total power but the goal is to configure everything so that your GPU is running at full speed which will use it's full power and potential. You should always plan to run your GPU at full power or there is no reason to get a more powerful GPU.
