FPS Lag Spikes When Gaming

Wierd FPS Lag when gaming and computer use?!

Hello, i have just finished building my brand new Watercooled Gaming pc. I am pretty good at building Pc's so i am 98% sure that all the hardware is installed correctly and there is no issues with the cooling, but the issue i am getting is when im gaming on any game i get really dodgy, wierd FPS lag spikes where it will be running at 60+FPS and suddenly dip down to like 1-10 FPS for a milisecond then reutnr to normal. It can be quite freqent. As well as the computer loading times can be quite sluish with games to. Can anyone give me a solution to this as i would like to think my computer can handle these things pretty easily, my specs are as follows

- CPU - Intel I7 6700k @ 4GHz
- GPU - Nvdia GTX 980ti
- MOBO - Asus Maxiumus Hero IX
- PSU - Corsair HX850i
- All watercooled

My CPU and GPU temps are still pretty low, we are talking GPU at about 35-45 degrees and CPU at about 45-55 degrees respectably. So i dont think its a thermal issue. But then im not to sure. Could it be to do with the fact im running an HDD and not an SSD ?

I updated all my drivers yesterday to try and fix the issue. Updates my chipset drivers, GPU drivers, any drivers i could find that needed an update. But the issue is still persistant. Its a really strange thing haha. My only viable diagnosis was that it could be the HDD but im not sure if that has anything to do with the speed of my games.

Im not sure whats really going on, no matter what i do, i put the game in the lowerst graphocs setting or the highest i still get loads of jittery lag even in the menues? My thermals seem okay but? how i could i check to see if it was thermal throttling? Or What do you think it could be?
