I have an old (modified) optiplex 760 it has an e6550 in it and 8 gigs of ram and I have an gtx 1050 ti on the way for it, but I need to know a (better) CPU for it for less bottlenecking. I would believe an q6600 would work but I do not really know, would it?

According to the specifications for the Dell Optiplex 760, the best processor for your system is the Intel Core2Quad Q9650 (assuming you do not have the Ultra Small Form Factor version). Whether or not it will improve game performance depends on the game and whether it utilizes more than two cores.

Newer, high-end games are not going to run well regardless of what processor you install.
