Will CPU and motherboard support more than 8 GB RAM?

My friend has a Dell Inspiron 660 computer. She's previously upgraded the RAM to 8 GB, the GPU to a GTX 960 and the PSU to a CX 600. Her Google result for RAM upgrade and search on the crucial memory configurator states that she's maxed out at 8 GB.

Question #1: I'm seeking confirmation that 8 GB is indeed the maximum that this motherboard supports.

Question #2: If RAM is truly maxed out at 8 GB, what would a good LGA 1155 motherboard upgrade be? She'd like to upgrade to 16 GB and I'd like her to have a SATA 3 (6.0 GBps) interface. Her current MB only supports SATA 2 (3.0 GBps).

Follow-up question: Money is very tight for my friend and it's questionable how much she can invest. FYI: I figured that she could sell her current motherboard and CPU to cover part of the upgrade cost.
