Cryorig H7 but my temps are still really high?

I just finished a build for my father, with some "outdated" components. hes rocking an intel core i7 4790k, and asus z97 pro-gamer with corsair vengeance memory, at 1600. Issue is though, that when i seated it (twice because I though I messed it up the first time with temps like this) I ran a stress test via cpu-z and hwmonitor, ad found temps reaching the 80s and beyond. I dont think a cpu should do this at stock speeds, on a stock cooler, let alone the supposed "evo killer." I myself don't use an intel system as my driver pc, I run fx 8350, and it paired with a wraith cooler never gets that hot, is it just this cpu, or is there something wrong??

We cannot know what is the problem unless OP gives us the temps he is getting.

With Intel CPU 70°C-80°C is okay, 60°-70°C is good, 60°C below is great.

Cryorig H7 is a great cooler. Don't worry it will provide good cooling.

I have already reinstalled the cooler, it didn't help. as far as I can tell, the case ventilation isn't the issue, because removing BOTH side panels didn't result in any temperature differences, thermal paste isn't the issue either. as for voltages, it seems like it goes up to 1.3, but I'm not comfortable changing that in the bios at the moment. Out of curiosity, does a 4790k naturally run warm like this? Like I said I don't feel too comfortable changing voltages in the bios, I am concerned that I will break something. I'm not an overclock-er, nor do I typically use Intel systems xD
