Router as AP?

So if I buy a router and configure it to be an Access Point, I could hook it up to a router and have wifi? Or would I still need an internet provider?

There is no requirement to have an ISP to use a router to share wired and wireless resources. I don't think you want to use it as an AP because you probably want a DHCP server.
