Reboot and select proper boot device message

Essentially, I have an external hard drive plugged into my newly made computer, and am trying to download windows 10, however, even with it plugged in, i cannot download windows, it just directs me to "Reboot and select proper boot device" (and yes, i have set it as my priority)

Also, another question, if I were to make my external a bootable device, would i lose my current files on it? Would they become inaccessible or something like that?
