Essentially, I have an external hard drive plugged into my newly made computer, and am trying to download windows 10, however, even with it plugged in, i cannot download windows, it just directs me to "Reboot and select proper boot device" (and yes, i have set it as my priority)

How did you put Windows 10 onto the external drive? Did you just drag an ISO file onto the drive or did you go through the steps of making a bootable device?

Making a bootable device will most likely wipe the external drive and delete everything.
This is why you should attempt this with a USB flash drive that doesn't have sensitive files on it.
