Screen tearing and freeze on startup logo screen please help.

Ok so recently I bought a 1060gtx and upgraded from 8gb ram to 16gb ram. Thing is my board is a little old,it is an intel h61ww,now when I power the desktop on I get a tearing screen on the startup logo and then it freezes until I restart where it starts normally.After it starts normally everything works fine,I game on ultra,I alt tab I do it all and I always monitor the voltages temperatures and the like and they are all well within normal if not better. So what is the problem? I doubt it is the GPU,I suspect either the 16gb ram maybe the board just can't handle them on boot or maybe the PSU which is a thermeltake 730w. Any feedback would be appreciated,thank you.

When you mean "freezing at the startup logo", do you mean the windows loading logo? If so, this isn't a hard ware issue. It's is most likely a driver issue you encounter from not uninstalling previous drivers before your gpu upgrade. If your computer boots in safe mode, then that is most likely the culprit.

cpu: i7 2600 with stock fan
8 gb kingston PC3L-12800 CL11 240- PIN UDIM
gpu: 1060gtx
psu:Thermeltake Smart SE 730w
 
well yes your thoughts are correct if it is not the ram causing the issue then it has to be the PSU I would think the info that I have on PSU's is as follows

PSU Tier list tier 1-2 are good for gaming

I would recommend an EVGA SuperNova Gold G2 / GS / GQ, Platinum P2 / PS, or Titanium T2 or a Seasonic M12-II Evo or S12-II

GOOD PSU EVGA is a B2, G2, P2, GS, PS, or T2. Avoid the EVGA B1 and G1 series

I will try the RAM solution first and test it out today and tomorrow,if that solves it I will post the solution here.If not then I will have to change my PSU :(. Thank you for your feedback I just needed a second opinion to confirm my suspicions.

Thank you for the suggestion,and yes I mean windows 7 loads its logo and as soon as it does the screen tears and the pc freezes,a simple restart fixes the problem permanently until I turn it off for at least 6-7 hours then it happens again and again a simple restart fixes it. I will use a program I have that removes drivers cleanly and try a fresh install then.
