FPS Drops to 0 for a few seconds (AMD FX 8350, RX 480)

I have looked everywhere to try and fix this so i'm willing to try anything. So my in game FPS will be really good but every 10 minutes i'll get an fps drop to 0 which can last from anywhere from 2 seconds to 15. I have noticed that the GPU usage goes down significantly during this time but i don't know why. Is it my CPU? Or is this a problem with my card?

Specs:

AMD FX 8350

MSI RX 480 X 8GB

16GB DDR3 1600MHz

MSI 970 Mobo

Thermaltake 730W PSU

I'm running on two monitors (but it still has the problem with only 1 in use).
I might have 1 google chrome tab open, rainmeter and Logitech gaming software.

Thinking more along the lines of a background process. Like an antivirus scan. Software checking for updates. One of the various svchosts. Even something live Livedrive syncing or a HD issue. Or Malware of course.

Only have Anti virus's open when i need them so it wont be that.

The PSU is about 2 years old, I'll reply soon on the cpu usage and temps.

90% CPU on Overwatch 53 Celsius.
one thing that is odd though is the fact that its running at a max of 50W

i hope by now you've found a fix but if not, go into your bios and make sure "amd turbo core" or "turbo boost" depending on setup, under the cpu options is set to disabled.
save and exit.

Wondering if you ever found a solution, i seem to be in the same boat running a
8350 with aftermarket cooler, power color red devil 480x 8gb 16gb gskill x 1866, 970a pro carbon board with a 700watt psu. The drop doesnt last long but frames will drop from 170 down to 15 or less for 2 to 3 seconds, have my 8350 sitting at 4.2 ghz 50c and never going over 80% usage, wondering if my firecuda is bottle necking me
