FPS Drops Over Time

I'll try my best to provide as much as I can. (AKA, a lengthy read this will be, sorry lol.)

But first, let me give you all my information and findings on the matter while gladly accepting new insights and suggestions to problem solve and connect the pieces like a puzzle.

I say FPS drops in title because when time goes on and the heat from doing things, it causes the FPS to quicken and worsen. It doesn't matter if my computer's idle, browsing the internet, offline games, online games, it all eventually happens at about the same scheduled times. Now this may lead to a obvious solution, like something's over heating, but it's weird because my CPU was overclocked at 17%, only too still have the same scheduled times of the FPS drops while doing all the same thing's that I listed even when it's at 0% OC. One thing to mention is my H100i, the manual said to do intake for the fans so that's what I did but now I'm questioning this and will be switching to exhaust unless I get any reasons not too and will update if better or not, which really shouldn't do much anyway I would think.

•Fan Situation•
Exhausts: Two fans, Rear connected to GPU and Bottom connected to GPU. (SLI, also am wondering if Bottom should be changed to Intake?)
Intakes: Four fans, Two in the Front and two at the Top connected to CPU's H100i Radiator.

What exactly happens? Well I got a few links based on the description of what these user's said which is a rather respectful summary.

Audio problems was highly mentioned and is probably the worst and easiest to identify since when the audio cracks through my headset, the monitor's FPS also drops at the same time for about two seconds, and repeats depending on how long my computer's been active. Almost seems like thermal throttling?

Low end games: World of Warcraft - Two hours, minor. Four hours, annoyingly noticeable. Six hours, don't even try.

High end games: Rise of the Tomb Raider - Two hours, don't even try.

Interesting side notes: I had to lower my Logitech G502 Proteus Core mouses report rate (reports per second or cursor trail) through the program as low as it could go. When I change it to high, instantly it increases the cursor trail lag and response time due to the FPS spikes since they start slamming me outta nowhere, just quickening the process that would eventually happen. Also with my PSU, could I possibly not have enough power or wattage coursing through my system? My Parts link up above should say the total wattage for my build. Lastly, I actually have to restart my computer every two times every single day I use it because the first start up, I'm instantly greeted by the minor spikes, while restarting once more, I can enjoy full FPS for maybe a hour or two if I'm lucky. Monitor is set at 144Hz. Maybe my GPU cord can't handle it? Nethertheless, even at the lowest Hz, I still have the same problem.

•GPU's SLI•
I have a duel linked DVI cable plugged into the top of my SLI's GPU into the monitor. What makes sense to me is that if the spikes happen on everything monitor related, then it has to be something with the GPU's being connected to it? I tried different headsets and mouses only to find the same spikes and audio problems as well. I don't know much about the cables and what to use, so this is the only reason why I would have to guess that it's GPU related because I'm out of options and I did check for updates, even wiped my SSD's OS and cleared everything a few times in the past, to only find the same spiking problem.

*Update*
After letting my PC sit, building up the spikes, here's the results while doing only browsing activity. I don't like the looks of both the CPU's and GPU's load, not sure if that's normal or not but could be caused from the constant FPS drops that end up happening every few seconds, making the system work too much?
