Should I get a cheaper gpu like a 750ti or a 760 and wait on the vega gpus to release or get a gtx 1080 now?

Edit: my friend is going to let me borrow his 750 ti so I'll probably wait for vega

Solution
If you have a need now, and a GTX1080 is the right card go ahead and buy now.
If you need stronger, it might pay to buy a intermediate card in anticipation of a GTX1080ti.
Nobody knows what vega will bring nor what the price/performance will be.
They will likely be pricing a very high end card at what the market will bear.
Lesser cards will be priced more on a price/performance basis.

If you buy a EVGA card be certain to register it promptly so you are eligible for the evga 90 day free trade up program.

If you can wait for the Vega, that might help prices on the 1080, and I think most people agree that the Vega will be close to similar performance. If you can afford the 1080 though, i don't think you would suffer buyers remorse, it is a solid card.
