Gpu not running to its full potential

okay i just got this asus rx 470 and im watching people play games that i have like
mad max on ultra and getting over 70 fps

and im playing on normal and i get 35-60 and ducks really hard all the time is it my motherboard ? because ive been having problems with that lately to. (i just built this pc a couple months ago ) idk im just watching people run games and benchmarks and are getting so many more frames than i am with the same specs

in heavens im getting :
min, 8.1 score 991
max 61 average 39

it also kinda makes a clipping noise did i just get a bad gpu i dont know maybe im hearing thing from being frustrated i really know nothing about pcs and this is 4 gpu i got in a couple of months
edit:had a friend that came over one he knows a little more than the basics ,basically told me my motherboard is probably whats doing it but he honestly does not know we checked off everything we could possible think of so i screwed

im new to pcs how do i check if my cpu is running at max of what it can

The easiest way to check that your CPU is not being throttled is to open windows task manager and go to the performance tab. This really only works if you have a second screen so you can look at it while your playing.

If this is not an option then you will need to download MSI afterburner/riva tuner which lets you displays statistics onscreen. http://www.overclock.net/a/how-to-use-rivatuner-afterburner-on-screen-display-and-more
