there ius a new promotional offer going on the the gtx 1070 and gtx 1080. i only bought my 1070 about 2 weeks ago and theres now an offer for a free new game coming out. am i elegible for the offer or not? i am just wondering because that would be cool.but i you have to buy a gtx 1070 or 108 now, that would suck.
if i already have the gtx 1070, am i eligible for the prepare for battle free game code form nvidia

Unlikely if you purchased before the offer came to be. All you can do is contact the place you bought the card from and ask if they will honor it.
