CPU fan running at max speed?

It seems at random my fans just started to run at max speed all the time. I don't know when it started or what caused it. I've tried blowing out the whole inside of my computer with compressed air, and even replacing the fan with another one that I had. Nothing has fixed it. I don't know if this is a virus or just some software issue that is making this happen but I want to try everything else before I try factory restoring my pc because that's a pain. Also I ran norton and malware bytes and neither one said there were any viruses or malware. Also my cpu usage is at 1% so there's no reason for them to be running at full speed. What could be making the fan do this? My computer is an alienware aurora r3. I have an upgraded gpu and ram if that helps at all.
EDIT: I checked my fan speed and it's at 5500 rpm at idle.

Maybe there is a setting in the BIOS to regulate the fan speed (Quiet mode) ?
Also, if you have another 4 pin fan header on the motherboard, try connecting it to that one instead to see if it runs at normal speed, which would indicate a faulty 4 pin header on the mobo.
If the lead wont reach to the other 4 pin header, leave the PC off for a while to let the heatsink fully cool down, then remove the fan from the heatsink for the quick test, but not too long to avoid the cpu overheating.
