2 GPUs, 2 PCs, both GPUs overheat

Okay.. so..
I just ordered a new PC from iBuyPower

  • Windows 10 Home 64bit
    Motherboard- ASRock Z170 Extreme4
    Video Card- NVIDIA GeForce GTX 1080 - 8GB - ASUS TURBO (VR-Ready)
    RAM- 16 GB [8 GB x2] DDR4-3200 Memory Module - Corsair Vengeance-LPX
    CPU- Intel® Core™ i7-6700K Processor (4x 4.00GHz/8MB L3 Cache) - Intel® Core™ i7-6700K
    PSU- 850 Watt - Thermaltake TPG DPS-G - 80 PLUS Gold, Full Modular
    Case- Thermaltake Urban T81 Full Tower Gaming Case
The fan on the GPU wasn't working, even at extremely high temperatures when it's supposed to turn on. I didn't realize this until both monitors went black and I installed CAM and GPUTweakII to monitor the temperatures of everything.
I concluded that the 1080 was trash since the fans were broken, so I sent in an RMA. Shortly after I was finding all sorts of problems with the whole PC, including LED failures, soundcard issues, etc. I proceeded to request an RMA for the whole thing.

I decided to fiddle around a bit and I took out the 1080 from the new PC and inserted my old gtx 670, the temperature was still high (100°C+), but the fans were working fine. I've never had high temperatures in my old PC, so now I was thinking it was a mobo issue. Either way, I'm in the process of sending it all back so they can take a look at everything.

This is where I'm confused...
After boxing up the new PC, getting ready to drop it off at FedEx, I hooked up my old PC, which didn't have any overheating issues prior to me setting up the new rig, and now the 670 is overheating in the old PC, causing both monitors to black out and the fans to start going crazy.

    RAM- 16GB DDR3 1600
    CPU- Intel Core i7-3820 3.6 GHz quad-core
    PSU- Corsair 750TXV2 750W Power Supply
    Case- Chimera 4S

I'm not even sure where to begin on troubleshooting this, I've tried different PCI-E slots, switching out ram, etc. etc.
ANY help or ideas would be appreciated.

Just talked to ibuypower tech support. He hung up on me twice, answered the third call though.
He was a complete dickhead. He simply said it was a malfunctioning cooling device that was causing both GPUs to overheat, I said that'd be too coincidental that my OLD cooling device JUST NOW started to fail and the cooling device in the NEW PC was shipped with an already malfunctioning cooling device. He then said, "idk, that's why you're sending it back, right?" I talked to the same dickhead about the soundcard issues a couple days ago and he basically said the same thing, "idk, rma it". Like. what? I swear to God if I could choke someone out via phone, he'd be the first and last.

ibuypower has trash tech support and im literally raging as i type this.

Yes, you did the right thing to RMA the whole PC.

You should try other GPU in your x79 if you had one to see what happens. If other GPU works fine in X79, and use the DDU uninstall the GPU driver first, and switch to the gtx760 to see it is overheat or not. If it is still overheat, it maybe damaged by the ibuypower pc.

When I hover my hands over everything else, even the 120mm fan directly above the GPU and the PSU directly under, they're both extremely cool, but even when I put my hand near the back of the PC where the GPU outputs are, it's extremely hot.
