Hey there.
Not sure what you really mean by that. eMMC is usually used for mobile devices and some smaller notebooks/laptops as a more budget friendly option compared to an SSD and is soldered to the mobo. If you have both options, I'd suggest that you go with the SSD for the OS.

I mean I want to install chrome os on regular laptop. But it use hard drive instead of SSD. Is it possible? Chromebook use emmc. If I can install chrome os. I wouldn't need to buy a Chromebook

Not sure about that, but you can get in touch with the customer support and ask for certified vendors or shipping options to your country.
As for your initial question, the storage device does not matter in this case. Any OS you decide to install is not exclusive to a specific type of storage device (e.g. eMMC, SSD, HDD, etc). You should even be able to dual-boot the OS with a regular PC/laptop. You can check the web for more info and tutorials on how to do that.

Just because Chromebooks use eMMC doesn't mean Chrome OS won't install on any other type of storage media.
eMMC was used simply because it's cheaper for the Chromebook manufacturer to use that, not because they had to.
You can install Chrome OS on an HDD or an SSD, though it's not as straightforward as installing Windows.
