So should i go with ddr3 mobo that is better or ddr4 mobo that is worse?
Worse one: https://www.asus.com/rs/Motherboards/H110M-K/
ddr3 one: http://www.asrock.com/mb/Intel/B150M%20Pro4SD3/

Is there even a difference between 1866 ddr3 ram and 2133 ddr4 ram
I will use i5 6500 and rx 480 8gb

Are you aware that Skylake only supports DDR3L? Good deals for good quality kits are far more rare for DDR3L than for regular DDR3. If you try to use regular DDR3 (1.5V), you will damage the IMC in that i5 processor. Anything Skylake needs low voltage DDR3 or it will be damaged.
What makes one or the other "better" for you?

Truth is, performance of ddr3 and ddr4 is not significantly different to real app performance when using a discrete graphics card.
Note that ddr3 needs to be low voltage(1.35v)

The world is going ddr4 so I would go that way regardless.

And... with kaby lake available, I would go with latest gen; it should cost no more.

Damn well i will go with kabylake than will get asrock z270 pro4 and and i5 7500

Just so you know, Kaby Lake exhibits the same restrictions. It's built for the newer and more efficient DDR4 so the inefficient DDR3 will need to be low voltage (DDR3L) in order to not damage your CPU.

In all honesty, you can get better than acceptable Skylake H110 boards that use DRD4 for under $55. http://pcpartpicker.com/products/compare/7cTrxr,WXyxFT/
