GPU Power/Usage Fluctuations Causing Horrible performance

Okay so I have asked around a lot and still no answer so here we go. Anytime my PC goes to sleep or is powered off for any reason the next time I boot up all games run horribly. I am talking 20 FPS on a GTX 1070 levels of bad. I have no idea what causes the issue or even how to fix it (The issue seems to randomly resolve itself after I try everything to fix it). But once the issue is resolved I am suddenly back up to 60 FPS + on Ultra with no indication as to how it was resolved. This issue has followed me through multiple windows reinstalls and hardware changes.

Along with the FPS drop you can see a change in wattage/voltage along with GPU usage.

Here is my current setup:

Windows 10
Asus Z-97 AR Motherboard
EVGA GTX 1070
Intel i-7 4790k
Samsung 850 EVO 250 GBs for OS
2x 1 TB HDD for storage
Corsair CX 750 M (New Model)
16 GB RAM

Here is a short list of changes that have been made to try and fix this issue:

Multiple driver wipes and reinstalls
Full windows reinstall on a Samsung 850 SSD
Updated BIOS and vBIOS
Tested with 2 new PSUs known to work (EVGA G2 750 was one of them)
New GTX 1070 (Issue occurred with my old GTX 770 aswell)
New 16 GB Kit of Ram



I am at a total loss with this one. I am open to any and all advice and will provide additional info if needed.

Okay I went ahead and created a new win10 installer, installed the OS, And update one piece of outdated software that needed to be repaired. Along with this I swapped out my Corsair 750 for the EVGA G2 I mentioned in my original post. At first glance, the issue seems to have been resolved. I will hold off on closing this thread in case the issue returns (I have known it to stop for awhile only to return) and will be sure to post any further developments, thanks for the help :)
