Computer shut down and won't restart

I was using my computer and it shut off, not to restart. Today I replaced the PSU and the mother board and tested a working CPU. None of this worked. I hooked up the motherboard outside of the case, to check for shorts, no help.

My system is:

PSU EVGA 1000 - installed today
Motherboard - MSI 970A Gaming - installed today
CPU is AMD FX 8370

Everything is plugged in correctly, when the power button is pressed it comes to life for a brief second then shuts off. The fans barely make a full rotation. I switched the connection and used the reset button to start, that didn't help either. The inside is clean and tidy, I don't see there being a heat issue (plenty of case fans)
 
Solution
Not both just one then the other. Cant start without RAM. Maybe that was what you ment so ill make some more suggestions. Test your video card if you have an old spare that works. Check your CPU power plug to make sure its attached and not loose. Also what voltage and type is your RAM?

Removed one, then both. Same result; brief moment of power, then nothing.
