Fan or Watercooler for CPU?

I'm putting together a PC and I wasn't sure if I should stick to a fan or go with a water cooler (CPU only). I know there's a risk to the water cooling but apparently its a lot quieter than a fan.
I plan on keeping this pc for quite some time if that factors in an even greater risk dealt by the water cooler.
Price doesn't matter as I have chosen one of each around the same price.

Your 7700k has a TDP of 91 Watts, it would be happy with an upgraded air heat sink. My CPU has a TDP of 84W with a bigger air heat sink and at 100% load (x265) it sits at 50C, which is perfectly comfortable. I would not choose water cooling unless you plan on pushing an overckock/overvoltage to it's limit.

Keep in mind your CPU has a junction temperature of 100°C, so don't go over 70-80.

I've picked out the Intel i7 7700k as for the case I was going to go for this:

But I read it over 3 times and it doesn't say anywhere fans included so I might look for a different one or have to buy them. Also I wont overclock very often.

Might find a different case then, As for the fan.... I'll take it.
