Time to upgrade my i7-4770K, or should I wait some more years,

There is no reason to upgrade.

I upgraded to an i7 7700K on the 10th of this month - only because my overclocked motherboard [i5 3570K] was dying after nearly 5 years of use. If it had not been for that I would not have upgraded.

You will get a performance jump in games that are CPU dependent or demanding, for GPU demanding games you will not see as much improvement.

I spent about $1,000 for an i7 7700K, motherboard, 32GB Dominator DDR4 3200 CAS 15 RAM, and Windows 10 Pro. For me, that was a huge investment for a little better performance.

Solution
To be more specific You can use a GTX 1070 or GTX 1080 or even an AMD RX 480 for a gaming upgrade. Because April is around the corner I suggest you wait until then because AMD's new generation of graphics cards will be released. Watch for benchmarks and pricing.

Nvidia has already dropped the price of the GTX 1080 and launched the GTX 1080 Ti because of the expected competition from AMD. - And, that says a lot, because Nvidia is a greedy [money hungry] company, just as is Intel with their i7 CPUs and even top tier i5s.

The i7 3770K and your R9 290 are a good combination, even today.

I had an i5 3570K overclocked to 4.0GHz and it did just fine, until the motherboard began to go bad - that is the only reason I upgraded. My 3DMark [basic] score was over 15K with the CPU overclocked to 4.5GHz and my MSI GTX 980 Ti Lightning - - not the fastest score, however, plenty for my 1080p monitor and gaming.

I actually swapped out to a 1070 a little after it came out (I play at 1080p 144hz), but only changed it in my signature! Though a 290 would still work fine, too, of course.
