High end PC performs like a potato

I've just recently upgraded my PC's CPU, motherboard, RAM and a new HDD. Ever since I upgraded my parts from AMD to Intel, it's been very bad performance.
While gaming, I've been getting 5-30 fps on some games like H1Z1, GTA V, and Forza Horizon 3, I used to get around 60 fps.
My friend gets way better performance than me and he's even using ultra settings on H1Z1 and I'm running on pretty low settings.

Stuff I've done:
updated my GPU drives
updated my motherboard drivers through the disc that my motherboard came with

My friends setup:
i5 4460 3.2GHz
8GB RAM
AMD Radeon R7 200 series

My old specs:
AMD FX-8350 @ 4.5GHz with H60 liquid cooler
Gigabyte FXA-990 UD3 (rev 4.0)
16GB DDR3 RAM @ 1866MHz

Upgrades:
i7 7700k @ 5GHz with H115i liquid cooler (I've turned off boost and the OC to see if it fixes anything, it didn't)
Asus ROG STRIX Z270E Gaming
16GB DDR4 RAM @ 3200MHz
4TB WD Blue HDD

Full specs:
EVGA GTX 1060 SSC 6GB (I know, not high end, but should still be getting at least 60 fps)
i7 7700k @ 5GHz with H115i liquid cooler (running at 20-35 degrees Celsius)
Asus ROG STRIX Z270E Gaming motherboard
16GB DDR4 RAM @ 3200MHz
4TB WD Blue, 1TB WD Blue, 2x 500GB HDDs
2x 250GB SSD's (1 for programs and OS and another for games)
Corsair RM650 Gold 80+ Fully Modular PSU
Thermaltake Chaser Series MK-1 Full Tower
NZXT Sentry LX fan controller
Windows 10 Pro 64 bit

Solution
Since going from AMD to Intel have you reinstalled Windows?

Also download the latest motherboard and gpu drivers from ASUS and Nvidia, don't use the DVDs that come with them, chances are they are very out of date.

No, I haven't reinstalled Windows. It said I had to activate Windows after I upgraded but I already had Windows 10 Pro from the free upgrade so I called up Microsoft support and they hooked me up with a new product key for Windows 10 Pro. Is it essential that I need to reinstall Windows after doing a CPU/motherboard upgrade?

For the drivers, I've updated them through Nvidia Experience like 2 days ago, so that's not the problem. After I put in the parts I noticed it was extremely laggy, it was even worse than what it is now, so I went to the Asus support for my motherboard, and they didn't even have the software for my audio devices and a few other things so I just used the CD and it worked flawlessly, but I was hoping for it to solve the lag, but it didn't. Believe it or not, the CD had newer drivers than the Asus support website, I'm not sure if it's because it's a very new motherboard or what.

I've also updated my BIOS to the latest version which I downloaded through the website and used the EZFlash 3 utility in the BIOS, but that didn't change anything at all.

The software I downloaded through the Asus is amazing, but I heard stuff like that can cause problems, so I closed them all out and that didn't make a difference either. I also have Corsair Link software for my liquid cooler, I closed that and still the same. I pretty much closed all programs that I've recently installed and it didn't do anything.

Programs I've installed since I upgraded:
Asus Aura (for the motherboard LEDs)
CUPID ROG CPU-Z
Sonic Studio 3 (Asus sound software)
Sonic Radar 3 (used to adjust the sound to my surroundings)
RamCache II (no idea what this is but it's something to do with Asus I think)
GameFirst IV (another Asus software to monitor my network usage)
WebStorage (no idea what this is, but it's another software that came with the upgrade)
CloneDrive (no idea what this is either, but it also came with it)
AISuite 3 (Asus software that I use to overclock my CPU without using BIOS)
Corsair Link 4 (I use it for the LED light on my liquid cooler)
updated Java
updated my Razer Synapse (I use Razer headset, mouse, keyboard and mousepad)

I'd really prefer not to reinstall Windows, but if that's what has to be done then I'll do it, but I can see how it could fix problems because then it would probably fix registry problems, drivers, game settings, etc. that was used when I was using AMD.

Lol what does horked up mean? Is it another word for the F word?

I'll reinstall Windows I guess, but should I do a full reformat of my SSD or should I just do a basic reinstall?

I was trying to figure out how to reinstall Windows 10 without the installation disk, because I upgraded from Windows 8.1, so I got a free upgrade when Windows 10 came out. I've been trying to make a Windows 10 USB, but how do I make it bootable? I already used Windows 10 Media Creation Tool to make a USB flash drive a Windows 10 installation USB, but it won't work. I went into my BIOS and chose the USB as the first priority boot device then tried to use it, but then it gives me a error saying something like Windows is corrupt and can't find the drivers. Right now I'm using my SSD to boot because it wouldn't work, so I double clicked on the USB device under This PC and if it's bootable it should open up the setup without having to go into the USB directory, but instead it goes into the USB and I can see the files for the Windows installation, the setup.exe thing doesn't even work when I try to open it in there. What's going on here?

I've reinstalled Windows 10, it was a pain because I didn't have a working USB or CD to install it on, all my USB dongles are corrupt and all my CDs are either too small to fit Windows on or they already have stuff on them, but I found a CD I had laying around which has Windows 10 on it, so I used that and it worked. I'm now getting like 15x the fps of what I was getting and it was so worth the upgrade from AMD to Intel. Thanks for the help :).
