Hi everyone.

This is my current build :

VGA : Sapphire Radeon HD 7870 GHz Edition 2GB GDDR5 (Not overclocked)
CPU : AMD X4 980BE @3.7Ghz (Not overclocked)
MB : ASUS M5A97PRO
RAM : Apacer 2x8GB 2133 (Limited to 1600 by CPU)
PSU : 850W
Monitor : LG Ultrawide 29" (2560x1080)

I am planning for Mass Effect Andromada and maybe before that BF1.[strike][/strike]

So if I get a second Radeon HD 7870 (Its from Esonic, which is a chines brand which i have never even heard of, but it's the only one available in my local market) which according to this compares to a single RX470 :
(Considering that this new HD7870's price is less than half of a 4GB RX470)

1 - Is my PSU good enough for this (Dual HD 7870)?
2 - Would My CPU be a bottle neck? (Quad Core 3.7GHz)
3 - Dose The performance gain worth the price or should I just invest in a single RX470 4GB or GTX 1060 4GB?

what would you do? (with a limited budget).

Tanks everyone in advance.
Cheers.

You're in a tough spot. The games you want to play are the newest, and demanding too. Your CPU and videocard are years old. Meanwhile you have an ultrawide monitor, with greater than 1080p native resolution. You're going to have to compromise on your expectations and that's even if you bought a 470 or 1060.

You'll probably need four pci-ex power connectors for 7870 crossfire, do you have those on your power supply?
