How long does it take (if it does take) for thermal paste to 'set' and preform the way it should?

Just picked up a new CPU cooler and applied some thermal paste.
I didn't apply too much on my CPU, and I'm running hot, hot hot! I just installed a new fan.
70c during BF4
Idle is cooler than normal but whenever I stress it runs super hot, hotter than the stock I had in beforehand!

I'm just wondering if and when thermal compound (air) takes to 'set' or whatever that means, AKA when it actually preforms. I know you have to let it 'sink' in and get hot but this doesn't feel like that, (although, it could be!)

Any help would be appreciated =)

Thermal paste doesn't really require any 'curing' time.
The diamond based ones may drop 2-3 degrees after a couple of weeks but if you're hitting temp problems straight away it would point to bad paste application or cooler fitting more than anything else.
