Windows was unable to complete format DVD-R

Hi. I have Windows 7 Ultimate and when I try to format my DVD-R 4.7GB Disc, it says it was unable to complete the format. I don't know why, but it does also for my other DVD-R drives. Any solution? Thanks.

You don't normally format optical discs using the Windows formatting tool, your third-party burning software does any required formatting as part of the burn process depending on the type of burn you have chosen.
