Bad GPU not heat or overclock related

I have searched all over forums for the past few weeks. Nothing that I have found has helped.. My pc freezes and makes a stuttering sound when doing graphically intensive task like bench marking or playing a game.

I have tested undervolting, running it at lower clock speeds. Alloting more or less power..I ran a memory test and it came back fine.. Stress tested the cpu and never got above 80.. Double checked all my cable connections.. Tried different bios for the card.. Updated latest windows and drivers.. Tried different cables different ports different monitors..

Lowering the clock speeds and power to -20 gets it further into a benchmark but the problem prevails.i took out the gpu and ran the benchmark and it it made it through it which has me thinking it is the pcie slot or the gpu itself. All components are brand new.

My build is:
I5 6600k
Evo 212
Asus z170e
16 gb balstics ram
Xfx rs rx 480
Evga 650 g2
Ssd

Please any help is appreciated.. I have looked extensively before making a new thread.

Wattman was causing the crashes switched to msi afterburners and it stopped crashing. one thing i have noticed is that the card runs using a lower voltage in afterburner.
