Massive fps drops after 20 minutes in some games

Hello. Title pretty much says it all, I can play league of legends for hours, dying light, cs:go, the crew, gta V on high graphics for hours and everything is great, but there are problems with games like witcher 3 and mortal kombat X so far, playing these with 40-50fps, after 20-30mins fps drops to about 3-5 in seconds, witcher 3 crashes after some struggle, while you can alt+tab out of mortal kombat and it will fix fps for about 20 minutes again. Its interesting because gpu temperature at that time is normal about 65 - 70 degrees celsius which is normal for rx 460 windforce 4gb Vram. During longer cutchenes in witcher 3 does it instantly, gta V too sometimes but if you skip it everything is great again in gta 50fps+ again. I have the graphics card for only around a month. Could it be operating system problem?
Pc specs:
I5-3470 3.2ghz
Rx 460 windforce 4gb no extra power connectors
8gb of ram
Psu is simple 400 watts ATM
Windows 7 64 bit

if the psu starts to deliver weird voltages to the system, yes it can but and also, you need a good psu, no matter what

also, you never mentioned what case do you have and what temperatures are you having under load

after changing the psu for a real decent one see if the problem persist, check system temperatures, reinstall os and see if problem persist, you can consider to return the gpu if you feel it is not working as expected, but form those frames but without a resolution, i think it is working well

But can a psu have an impact on that? Lets say Ihave another pc with i3-4130 gtx 750 ti 8gb of ram and 500w psu, playing witcher 3 or mortal kombat without any problems
