My Computer won't turn on? psu or mobo problem?

Hey, I have a problem when it comes to trying to turn on my computer. I have had an issue with the computer for awhile where it would start but whenever I turned it off completely there was a chance that it won't turn on for awhile until something (by the grace of god I suppose) it would turn on. So I would just leave it in sleep mode so it wouldn't need a full power down. It did it again today and while I was trying to fix it, it would turn on for a brief second whenever I switch it to the on position from the off position but turn off quicker than a cheetah. Now I have gotten sick of it and want to ask you all what should I do?

The motherboard is nothing special, just a stock motherboard with a stock cpu from asus. The psu is evga 1000 watts (at the time I thought it was a good idea to have a higher wattage but now I understand I overdid it but kept it inside because I didn't think it would harm it) and a 960 gpu. I've read a couple of possible checks I can make but I don't know how to do it (shorting 2 pins for the motherboard and the paper clip test) but if anything I want to see what other people think about that before i do the check.

if that's so which ones would you reccomend? I sometimes feel like I can't find a good used/old cpu to pair with a moderate motherboard. but that's beside the point, I mean I sometimes feel like I don't know where to find some motherboards that won't be oversized for that case I have. so I might need a mini Atx or something.
