PC keeps turning on and off HELP

Cpu keeps turning on and off

so i was taking the cpu off because i was gonna upgrade it and i think i peeled off the thermal paste

now after reinstalling it with a water cooler it will turn on for 2 seconds and off and so on untill i take out the power.

can someone help me because i am really depressed and worried that the mobo or cpu got damaged :(

its very new and was working great

What motherboard do you have? Which CPU did you have and upgrade to? Did you try clearing the CMOS?

i have H170-3 Gaming and i have i5 6500 and the pc is fairly new about 2 weeks or 1 month old, and i use dust filters too
and i dont have a clue what CMOS is :/

CMOS is the bios settings. If you look in the manual it will tell you how to reset it. Sure you didn't bend any pins while swapping the CPU?

found the solution,
being the dumb person i am i inserted it the wrong way and it was bent

so i bent it back and worked flawlessly and to ensure i stress tested it for 5 minutes
does that mean all is good now?
