Is my AMD-FX 4300 the reason for small frame rate drops ?

CPU: AMD FX-4300
GPU: Gigabyte GTX 1070
MB: MSI 970 Gaming ATX
Case: Quite an old one, as I really don't care for the "appeal" to my computer.

As the title says, I sometimes get small frame drops in some games. For instance, Resident Evil 7 will stay at 60 constantly on high settings. Until I open the door to go outside. It's a small frame drop so it drops around 55 to 57-58 FPS and then it goes back to 60.

Is this because of my CPU ? If it is, I plan on getting a new MSI motherboard that has an LGA 1151 socket so I can buy an i5 or at least a i7.

Yes, your CPU is very likely holding back the GTX 1070. You can try to overclock your CPU a bit to overcome the lack of CPU performance (compared to the processing capacity of the GTX 1070), but that increase will be marginal/minimal.

To take full advantage of the GPU, you need a stronger CPU/motherboard/memory combo.

If it only happens when loading new assets than it a ram/hdd issue it takes too long to get the new data to the card so it drops some frames.
