How to acces content stored on PC from my Samsung smart TV 2015 through wired home network?

Hi everyone!
Is there a way to share content from PC through wired home network to Samsung smart TV produced in 2015? I found the Plex as one of the options, but every video must be transcoded before playing and I'm not shure is it really playing in 4K...
I'm trying to access my content stored on PC the same way as I would do from another PC in my home network.
Samsung have a "Smart view" app and it can stream through wireless network, but the catch that I don't like is that user must agre with their TOS. In TOS Samsung ask you as I user of their software to agree with something like - they can access (which is obviously needed) and use!!! your (even private) content as they wish?!!! Is there anyone in his right mind who would agree with this? So....
Does anyone found a solution without using third party software or storing files in so called "clouds" or whatewer? Just TV to PC connection. My TV can play almost any video and audio format, so why do I need any "transcoder" or such?

Yeah, vendors are very blatant these days, they all would like to be Facebook, "we have access to all your stuff... because we are giving it to you for FREE" except these others guys are not giving it FREE!

My 6 years old Samsung, it runs a DLNA player to access local media (google any jargon you need explanation to), no cloud needed. I personally don't like DLNA but hey is free and get you start it. Windows since W7 has DLNA server built-in, don't use Samsung AllShare which is crap.

The ultimate though is to have a DEDICATED PC serving your media, an HTPC. This doesn't need to be a high powered box, an i3 or even the next step lower will do. Using a dedicated box also negate the need to pay for a "smart" TV. If you scan this...

If you scan this forum, you will find the resident members here don't recommend to buy a Smart TV, but a dumb TV and add the necessary smarts to it, on your own time, more flexible, cost effective, and perform better.

I've been doing this with a low end PC for several years.
Pentium G840, 4GB RAM, small SSD for the OS, and a bunch of drive space holding movies and music.
Outputting via HDMI to the TV.
Play the movies via VLC.
Control that PC that lives next to the TV via RDC or TeamViewer.

All the TV knows about is teh HDMI connection. No Samsung/Vizio/Sony TOS or any foolishness.

I'm in the process of transferring this functionality to my new NAS box, but overall it will be similar.
